Islamabad: Billions of rupees build 10th Avenue Project It almost stopped because the federal government decided not to fund it anymore and the CDA has not arranged any finance for it yet.
The snail’s speed is continuing to work, apparently just to preserve the few workers and machinery involved in the contractor’s National Logistics Cell (NLC).
Earthworks for the project have been almost completed from IJP Road to H-9, with little attention from the government and the CDA, who can complete this part of the road after the asphalt work is carried out.
Motorists are already using the two bridges built under the project, but other incomplete infrastructure, such as pillars, are deteriorating.

The project was funded by the CDA in 2022 by the federal government and was originally scheduled to be completed in March 2024.
However, it has not made 50% progress yet. The project was established in 2022 in the Public Sector Development Plan (PSDP) with a cost of Rs 10,020 crore and the project will be completed in March 2024.
Sources said its deadline has been extended twice, but so far, only 48% of the work has been completed.
CDA officials attributed the delay to the slow release of funds, saying the government has released about Rs 4 billion so far.
Under the project, a five-km road was built at Katarian Bridge on Karnal Sher Khan Road (formerly IJP Road) to Srinagar Highway near the intersection of the industry G-9 and G-10.
In the federal budget for fiscal 2025-26, the project was removed from the funding list and the CDA is expected to be completed through its own resources.
However, sources said the CDA has not taken care of addressing the issue yet.
Meanwhile, residents of the adjacent area have been waiting for the full three years for the project.
It is worth noting that 10th Avenue is the main artery of Islamabad, including in the city’s master plan.
According to the plan, after each department, a major road will be built. For example, Seventh Avenue is between G-6 and G-7, Faisal Avenue passes through G-7 and G-8, and 9th Avenue separates G-8 and G-9.
However, after 9th Avenue, the CDA failed to build any new major roads and 10th Avenue was in trouble.
When contacting the CDA, the CDA spokesperson said in a written reply:
“Construction work is underway, with the CDA engineering team and consultants working to maintain high-quality building standards. However, the project is awaiting funding from PSDP to ensure it is completed in time.”
He said the release of these funds is important to avoid delays and maintain motivation for construction activities.
He added: “Of course of Rs 10 billion for the project, Rs 8 billion is still needed. The CDA has raised this matter with the Planning Commission to speed up the allocation of requested funds to ensure the completion of the project.”
